The one ring was not Sauron's first weapon but of many failures to gain absolute power.

Before the creation of The one ring, Sauron attempted to create a wizard of his own but at what cost? hundreds of the captured elves died in the process of the dark ritual until one stood among his dead people... Finally, he had succeeded but this was no ordinary wizard the creature had lost all his sanity and just craved destruction and chaos and that was exactly what Sauron intended but this wizardry creature knew no side only death even towards his own master
So Sauron hid him away until the day he had no more cards to play and he could reveal his wizard..... His staff of Sauron.....

Among the dead stood the bringer of dread and fear
And this creature can destroy all you hold very dear 
So once awoken all living or dead will be none
 Fear the wrath of the staff of Sauron!
